Ask for the estimate in two parts, because it is two different jobs: emergency mitigation, which is drying the house out, and repair, which is putting back what was removed. Quotes that blur them together are difficult to compare and difficult to check against what your insurer pays.

Why this page does not give you an average

You will find national average figures for water damage restoration in plenty of places. We are not going to repeat one, because the range these jobs cover is so wide that an average is close to meaningless, and because we have no way to verify the figures that get quoted.

What is genuinely useful is knowing what the bill is made of and what moves it, so you can read an estimate and tell whether it is reasonable. That is what follows.

The two halves of the bill

Mitigation is the emergency work: extracting standing water, removing material that cannot be dried in place, setting air movers and dehumidifiers, and monitoring moisture over several days until readings come back to normal. It starts immediately and typically runs a few days to a couple of weeks.

Repair and rebuild is everything after: new drywall, new insulation, new flooring, paint, trim, cabinetry. It is scoped once things are dry, because until then nobody knows what actually has to be replaced.

These are often done by different companies, and they are usually handled as separate line items by your insurer. Mitigation is generally the smaller of the two. The rebuild is where the money goes.

What actually drives the number

The category of the water. The industry sorts water into three categories and it is the single biggest cost driver:

  • Clean water from a supply line or a faucet. Most material can be dried and kept.
  • Gray water from an appliance, a washing machine, or a dishwasher. Some contamination, and more gets removed.
  • Black water from a sewer line, a toilet beyond the trap, or flooding from outside. Contaminated, and essentially everything porous it touched comes out. This is dramatically more expensive than the same volume of clean water, and it is not a judgment call you get to make.

How far it spread. Water travels sideways under floating floors and up inside walls. The affected area is usually larger than the visibly wet area, which is why the scope grows after moisture readings are taken.

How long it sat. The relationship is not linear. Something caught in two hours may dry in place; the same event caught in three days may mean removing flooring, drywall, and insulation. Why the first day matters so much is the mechanism behind that difference.

What it soaked into. Tile and concrete are relatively forgiving. Carpet with a pad, engineered or laminate flooring, drywall, insulation, and particleboard cabinetry are not.

Equipment days. Air movers and dehumidifiers are billed per unit per day. Both the number of units and the number of days are on the estimate, and both are worth reading.

Where you live. Labor rates vary enormously between regions, and this alone makes national averages misleading.

How to read the estimate

Restoration estimates are commonly built in the same unit-price estimating software that insurers use, which is helpful: it means the line items are in a format your adjuster recognizes and can be checked.

What to look for:

  • Line items, not a lump sum. Extraction by area, equipment by unit and by day, removal by area, cleaning, disposal.
  • The affected area in square feet, and whether it matches what you can see plus a reasonable margin.
  • The number of drying days, and what the trigger for stopping is. It should be moisture readings, not a fixed schedule.
  • What is being removed and why. “Remove drywall to two feet” should correspond to a moisture reading, not a habit.
  • Whether the rebuild is included or excluded. Frequently excluded, and frequently the larger number.

Questions worth asking before work starts

  • Is this mitigation only, or does it include putting things back?
  • What are you removing, and what reading is that based on?
  • How many pieces of equipment, for how many days, at what daily rate?
  • Will I get moisture readings in writing each day?
  • What happens to the price if the drying takes longer than expected?
  • Do you bill my insurer directly, and does that require me to sign anything?

That last one is the one to be careful with. What an assignment of benefits does is worth reading before you sign, not after.

What insurance is likely to do with it

If the loss is covered, emergency mitigation is usually paid, and reasonable mitigation costs are commonly covered even where other parts of the claim are disputed, because most policies require you to limit further damage.

The rebuild is where settlement basis matters. A replacement cost policy pays what it costs to replace with new. An actual cash value policy subtracts depreciation, which on an older floor is a large reduction. What your policy is likely to cover goes through that distinction and the exclusions that catch people.

Two practical notes. Your deductible applies to the loss, not per contractor. And if the payout is less than the invoice, the question of who covers the difference should have been settled in writing before the work started.

The short version

Ask for mitigation and rebuild as separate numbers. The category of water, how far it spread, and how long it sat drive the cost more than anything else. Insist on line items, an affected area, equipment days, and moisture readings in writing. Settle the question of who pays any shortfall before work starts, not after.
